Association Management Team

Matthew Lippman, General Manager of Operations, LCAM comes to New Community Strategies with over 25 years experience as being a General Manager in the hospitality industry throughout the United States. Matthew plays a strong leadership role in our company with the responsibility of organization and execution of each division. Focusing on the day to day operations of each area, Matthew brings a strong presence of guidance, strategic planning and follow through with our company’s goals and business plan. Born and raised in South Florida, Matthew returned in 2006 with his family. Joining N.C.S. back in June, 2007, he has quickly become an integral and valuable part of our company by providing the leadership and strategic visioning that will bring our team tremendous success for many years to come. Matthew served on the management team for the Town of Hillsboro Beach and, most recently, the Town of Loxahatchee Groves. Matthew Rosenbaum, M.B.A., LCAM is the General Manager for our Community Association Management Division. As a licensed Community Association Manager, Matthew currently oversees the Property Management Division for New Community Strategies. Matthew has wealth of knowledge and experience in the real estate industry as well as information technology. Matthew attended Florida State University and received his Bachelor's in Business from Nova Southeastern University. J oel Chalkley, LCAM As a licensed Community Association Manager, Joel has over 10 years in management experience. He has completed several certification courses in Business and Contracting that provide a solid foundation for the administrative needs of his associations. His personal experience in the constructiion field brings a wealth of knowledge to our organization with respect to the bidding an contracting process as well as overseeing construction projects. Andrea Phillips, Bookkeeping heads up the New Community Strategies Bookkeeping Department for our Property Management Division. Andrea brings over 10 years of office management experience and is a valuable addition to the team. Andrea can be reached directly at (954) 689-4804 extension 10.

Tamica Lloyd, Administrative Assistant brings several years of accounting, contract writing and property management experience. Due to her diverse background she is able to contribute a uniqueness to our organization. With excellent communication and organizational skills she keeps our property managers on task and productive for their individual communities. . Patricia Breslau, MBA provides research, analysis and consultation services to government agencies and developers. Ms. Breslau provides budgetary and accounting support services to government agencies and developers. Employed by New Community Strategies since 2004, Ms. Breslau served as Deputy Finance Director for the City of Miami Gardens from its incorporation until 2007. Ms. Breslau's accounting background provides the knowledge and support for all facets of NCS. Her knowledge of the rules and principals governing the varying financial environments makes her a valuable resource. Currently, Ms. Breslau works for NCS as the Deputy Finance Director for the City of West Park, controller for special districts managed by NCS and provides accounting support for the Property Management Division.
