Dr. Irving RosenbaumDr. Irving Rosenbaum,  D.P.A.,Ed.D., President draws upon more than thirty-five years in local government, business, academia, and public service. Dr. Rosenbaum has been City Manager for the City of Hollywood, Town Administrator of the Town of Davie, and Assistant to the Mayor in the City of Lauderhill. At present, Dr. Rosenbaum is Provost and Executive Dean for the Health Professions Division of Nova Southeastern University. Dr. Rosenbaum is an organizer and director of Regent Bank, a community bank with branches in Davie, Fort Lauderdale, West Palm Beach, Pompano Beach, and Boca Raton, Florida. Dr. Rosenbaum's public service activities include serving as Chairman of the Broward County Higher Education Facilities Authority, on the State of Florida Public Service Commission Nominating Council, as a member of the Broward County Charter Review Commission and as a member of the Governing Board of Palmetto General Hospital. Dr. Rosenbaum is past chair of the Davie Economic Development Council.


Matthew LippmanMatthew Lippman, General Manager of Operations, LCAM comes to New Community Strategies with over 25 years experience as being a General Manager in the hospitality industry throughout the United States. Matthew plays a strong leadership role in our company with the responsibility of organization and execution of each division. Focusing on the day to day operations of each area, Matthew brings a strong presence of guidance, strategic planning and follow through  with our company’s goals and business plan. Born and raised in South Florida, Matthew returned in 2006 with his family. Joining N.C.S. back in June, 2007, he has quickly become an integral and valuable part of our company by providing the leadership and strategic visioning that will bring our team tremendous success for many years to come. Matthew served on the management team for the Town of Hillsboro Beach and, most recently, the Town of Loxahatchee Groves.  In addition to overseeing the entire operations, Matthew is currently the District Manager for several Community Development Districts.

Christopher Wallace, Finance  has over 23 years experience with government agencies, serving 17 years in the Town of Davie as a director of budget and finance. He has received several awards for financial statement presentations, and was a charter member of the Government Finance Officers Association (GFOA) Budget Review program, advocating the use of program and performance budgets. Mr. Wallace holds over 16 certificates in specialized education and training relevant to government operations and cost studies. At the Town of Davie , Mr. Wallace was directly responsible for all aspects of procurement and contract administration.

Mr. Wallace is known as a leading advocate of performance measures and assessments, and has conducted more than 20 management and performance studies. Mr. Wallace also conducts fiscal impact analysis studies addressing land use, annexation, and service delivery issues. Mr. Wallace also provides consulting services to units of local government and developers and financial planning services to organizations and individuals. He is a board member of the Davie Economic Council.


Patricia Breslau, MBA, Finance & Accounting provides research, analysis and consultation services to government agencies and developers. Ms. Breslau provides budgetary and accounting support services to government agencies and developers. Employed by New Community Strategies since 2004, Ms. Breslau served as Deputy Finance Director for the City of Miami Gardens from its incorporation until 2007.  Ms. Breslau's accounting background provides the knowledge and support for all facets of NCS. Her knowledge of the rules and principals governing the varying financial environments makes her a valuable resource.  Currently, Ms. Breslau works for NCS as the Deputy Finance Director for the City of West Park, controller for special districts managed by NCS and provides accounting support for the Property Management Division.


Donna Lippman, Grants  concentrates her efforts for NCS on client certification and housing project administration. Donna received her Associates of Arts Degree from the University of Florida and attended Florida State University.  Donna was owner and manager of a successful restaurant and catering business in Tallahassee before relocating to South Florida.  Donna has completed Florida Department of Community Affairs training for CDBG Disaster Recovery Grant Application and Implementation and has completed the Basic and Advanced Income Certification Qualification training offered through the Florida Housing Coalition.  Donna has also completed CDBG Basic Training.

Kim Liakos, Community Development Manager  specializes in housing program and grants administration. Kim has over twenty years experience in managerial roles in the public and private sectors.  In this capacity,  Kim has developed long-standing ties to the community and many area residents, particularly the elderly.  Her career has encompassed a wide-ranging spectrum of responsibilities, including contract negotiations, marketing, grant writing and operations management. She has worked for companies such as M/A Com MAC, a leading telecommunication equipment manufacturer (now a division of Tyco Electronics).  In the private sector for the state of New Hampshire, Kim created and coordinated various state-funded children's programs.  Kim has completed Florida Department of Community Affairs training for CDBG Disaster Recovery Grant Application and Implementation, and has completed the Basic and Advanced Income Certification Qualification training offered through the Florida Housing Coalition.  Kim holds certification from the U.S. Department of Housing and Urban Development in Environmental Review Compliance.  Kim has also completed CDBG Basic Training.


Carolyn Bleacher, Grants  has over twenty-three years of home lending and real estate transaction experience. Carolyn has worked in the title insurance industry as a processor and closing agent, and is a certified Florida Land Closer.  As a Regional Operations Manager for Chase Home Lending, Kim supervised the Southeast Florida Regional Offices, which included Palm Beach and Broward Counties.  Her responsibilities included ensuring branch compliance and oversight of department and branch operations.  Carolyn continually achieved commendable and satisfactory audits in all five branches within the region.  Carolyn has had ongoing training in government loans and bonds. Carolyn has also completed CDBG Basic Training and Income Certification Training. Carolyn works with NCS Home Rehabilitation clients, guiding them through the certification process from the initial application through final approval and contract signing.
